- Doing Business in Mexico: The third subnational report in the country compares business regulations across 31 Mexican cities in four key areas: starting a business, dealing with construction permits, registering property and enforcing contracts. These indicators cover areas of local jurisdiction or practice. Doing Business in Mexico 2009 shows that differences in implementation of national-level regulations and local practices can enhance or constrain business activity across the cities.
