A System through which official governments agencies purchase goods and services. Government procurement policies and practices may constitute non tariff barriers to trade if they discriminate in favour of domestic suppliers when competitive imported goods are cheaper or of better quality. The GATT Government Procurement Code sought to reduce, if not eliminate, these barriers by improving transparency and equity in national procurement policies, and by ensuring effective recourse to dispute settlement procedures.
